For most commercial applications, laminated glass with a structural PVB or SGP interlayer is the right starting point. The interlayer holds the glass together after impact, slows down a forced entry, and triggers visible damage that deters further attempts. For higher threat levels, polycarbonate sheets are bonded to the laminated glass to add penetration resistance, and the framing is upgraded to attached hardware that resists pry attack at the perimeter.
